Temel h\u00fck\u00fcmlerin 1 May\u0131s 2026\u2019da y\u00fcr\u00fcrl\u00fc\u011fe girecek olmas\u0131 nedeniyle, haz\u0131rl\u0131k i\u00e7in kalan s\u00fcre giderek azalmaktad\u0131r. \u0130\u015fte size kapsaml\u0131 bir rehber.<\/p>\n\n\n\n<p>2025 Kirac\u0131 Haklar\u0131 Kanunu, 27 Ekim 2025 tarihinde Kraliyet Onay\u0131 ald\u0131 ve son bir nesil i\u00e7indeki \u00f6zel kiral\u0131k konut sekt\u00f6r\u00fcne y\u00f6nelik en \u00f6nemli reformu temsil ediyor. H\u00fck\u00fcmlerin \u00e7o\u011funun 1 May\u0131s 2026 tarihinde y\u00fcr\u00fcrl\u00fc\u011fe girecek olmas\u0131 nedeniyle, ev sahiplerinin \u015fimdiden harekete ge\u00e7mesi gerekiyor. \u0130\u015fte bilmeniz gereken her \u015fey.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Yasa Nedir?<\/h2>\n\n\n\n<p>Mevcut \u0130\u015f\u00e7i Partisi h\u00fck\u00fcmeti d\u00f6neminde kabul edilen Kirac\u0131 Haklar\u0131 Yasas\u0131, \u0130ngiltere\u2019de ev sahipleri ile kirac\u0131lar aras\u0131ndaki ili\u015fkiyi temelden yeniden \u015fekillendiriyor. Yasa, mevcut \u2019garantili k\u0131sa s\u00fcreli kira s\u00f6zle\u015fmesi\u201d (AST) \u00e7er\u00e7evesini ortadan kald\u0131rarak, kirac\u0131lar i\u00e7in g\u00fcvence ve ev sahipleri i\u00e7in daha net y\u00fck\u00fcml\u00fcl\u00fckler \u00fczerine kurulu yeni bir d\u00fczen getiriyor. Yasa, \u0130ngiltere'deki 2,3 milyon \u00f6zel ev sahibini ve bu ev sahiplerinin bar\u0131nd\u0131rd\u0131\u011f\u0131 yakla\u015f\u0131k 11 milyon kirac\u0131y\u0131 etkilemektedir.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\u00d6nemli H\u00fck\u00fcmler<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">21. B\u00f6l\u00fcm\u00fcn Sonu<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Haks\u0131z tahliyeler kald\u0131r\u0131lm\u0131\u015ft\u0131r. Ev sahipleri, m\u00fclkiyet hakk\u0131n\u0131 geri kazanmak i\u00e7in geni\u015fletilmi\u015f B\u00f6l\u00fcm 8 h\u00fck\u00fcmleri aras\u0131nda yer alan belirli bir hukuki gerek\u00e7eye at\u0131fta bulunmak zorundad\u0131r.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Yaln\u0131zca S\u00fcreli Kira S\u00f6zle\u015fmeleri<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>T\u00fcm garantili kira s\u00f6zle\u015fmeleri, ayl\u0131k veya haftal\u0131k olmak \u00fczere yenilenebilir d\u00f6nemsel s\u00f6zle\u015fmelere d\u00f6n\u00fc\u015ft\u00fcr\u00fcl\u00fcr. Kirac\u0131lar, a\u015f\u0131r\u0131 kira art\u0131\u015flar\u0131na kar\u015f\u0131 Birinci Derece Mahkemesi nezdinde itirazda bulunabilirler.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Kiralama Ayr\u0131mc\u0131l\u0131\u011f\u0131 Yap\u0131lmamal\u0131d\u0131r<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Kirac\u0131lar\u0131n sosyal yard\u0131m almas\u0131 veya \u00e7ocuk sahibi olmas\u0131 nedeniyle uygulanan genel yasaklar art\u0131k hukuka ayk\u0131r\u0131d\u0131r. \u00d6deme g\u00fcc\u00fc de\u011ferlendirmeleri ise h\u00e2l\u00e2 yap\u0131labilir.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Evcil Hayvanlara \u0130zin Verilir<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Kirac\u0131lar evcil hayvan sahibi olmak i\u00e7in talepte bulunma hakk\u0131na sahiptir. Ev sahipleri t\u00fcm talepleri adil bir \u015fekilde de\u011ferlendirmek zorundad\u0131r ve kirac\u0131lardan uygun bir evcil hayvan sigortas\u0131 yapt\u0131rmalar\u0131n\u0131 isteyebilir.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">\u0130yi Konut Standard\u0131<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Resmi bir \"\u0130yi Ya\u015fam Ko\u015fullar\u0131 Standard\u0131\" ilk kez \u00f6zel kiral\u0131k konut sekt\u00f6r\u00fcne de uygulanacak ve bu standart nem, k\u00fcf, g\u00fcvenlik riskleri ve bak\u0131ms\u0131zl\u0131k konular\u0131n\u0131 kapsayacak.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Para Yat\u0131rma ve Avans S\u0131n\u0131r\u0131<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Ev sahipleri, bir ayl\u0131k kiradan fazlas\u0131n\u0131 pe\u015fin olarak talep edemez. Kirac\u0131lar aras\u0131nda kira i\u00e7in rekabet edilmesi yasakt\u0131r.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">PRS Veritaban\u0131<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>T\u00fcm ev sahipleri, 2026 y\u0131l\u0131n\u0131n sonlar\u0131ndan itibaren devreye girecek olan yeni ulusal \u00d6zel Kiral\u0131k Konut Sekt\u00f6r\u00fc veri taban\u0131na kendilerini ve m\u00fclklerini kaydettirmek zorundad\u0131r.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Kira Ombudsman\u0131<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Yasal olarak ba\u011flay\u0131c\u0131 yeni bir \u00d6zel Kiral\u0131k Konut Sekt\u00f6r\u00fc Ombudsman\u0131, kirac\u0131lar ile ev sahipleri aras\u0131ndaki uyu\u015fmazl\u0131klar\u0131 mahkeme s\u00fcrecine gerek kalmaks\u0131z\u0131n \u00e7\u00f6z\u00fcme kavu\u015fturacak.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Ev Sahipleri \u00dczerindeki Etkisi<\/h2>\n\n\n\n<p>\u0130yi y\u00f6netilen gayrimenkul portf\u00f6ylerine sahip ev sahipleri i\u00e7in, bu yasa k\u00f6kl\u00fc bir d\u00f6n\u00fc\u015f\u00fcmden ziyade usul\u00ee de\u011fi\u015fiklikler getiriyor; ancak bu de\u011fi\u015fiklikler \u00f6nemli boyutta ve titiz bir haz\u0131rl\u0131k gerektiriyor. En acil etki, m\u00fclkiyetin geri al\u0131nmas\u0131 i\u00e7in kullan\u0131lan h\u0131zl\u0131 bir mekanizma olan 21. Maddenin ortadan kalkmas\u0131d\u0131r. Mahkemeye itiraz imk\u00e2n\u0131n\u0131n bulunmas\u0131, kira seviyelerinin ger\u00e7ek piyasa verilerine dayan\u0131larak gerek\u00e7elendirilebilmesi gerekti\u011fi anlam\u0131na geliyor.<\/p>\n\n\n\n<p>\u201cDSS almayanlar kabul edilmez\u201d veya \u201c\u00e7ocuklu aileler kabul edilmez\u201d gibi genel ge\u00e7er politikalar\u0131n yasaklanmas\u0131, ba\u015fvuru sahiplerinin de\u011ferlendirme s\u00fcre\u00e7lerinin temelden yeniden g\u00f6zden ge\u00e7irilmesini gerektirmektedir. Bireysel \u00f6deme g\u00fcc\u00fc de\u011ferlendirmeleri yasal olmaya devam etse de, sosyal yard\u0131m al\u0131m\u0131na dayal\u0131 genel ge\u00e7er d\u0131\u015flamalar art\u0131k yasad\u0131\u015f\u0131d\u0131r ve bu durum medeni hukuk kapsam\u0131nda para cezalar\u0131na tabidir. Ev sahipleri ayr\u0131ca, bu yasa\u011f\u0131n 27 Aral\u0131k 2025 gibi erken bir tarihte y\u00fcr\u00fcrl\u00fc\u011fe giren h\u00fck\u00fcmlerden biri oldu\u011funu da bilmelidir.<\/p>\n\n\n\n<p>\u0130leriye bak\u0131ld\u0131\u011f\u0131nda, Yak\u0131nda \u00f6zel sekt\u00f6re de geni\u015fletilecek olan \u201c\u0130nsanca Ya\u015fam Alanlar\u0131 Standard\u0131\u201d ve nem ve k\u00fcf gibi tehlikelerin giderilmesi i\u00e7in zorunlu s\u00fcreler getiren \u201cAwaab Yasas\u0131\u201dn\u0131n y\u00fcr\u00fcrl\u00fc\u011fe girmesi, ev sahiplerine ek m\u00fclk bak\u0131m y\u00fck\u00fcml\u00fcl\u00fckleri getirecektir. Yerel belediyelere de \u00f6nemli \u00f6l\u00e7\u00fcde g\u00fc\u00e7lendirilmi\u015f soru\u015fturma ve yapt\u0131r\u0131m yetkileri verilmi\u015ftir; bu yetkiler aras\u0131nda ilk ihlallerde 7.000 sterline kadar, ciddi veya \u0131srarl\u0131 uyumsuzluklarda ise 40.000 sterline kadar \u00e7\u0131kan para cezalar\u0131 da bulunmaktad\u0131r.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Ev sahipleri ne yapmal\u0131d\u0131r?<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">T\u00fcm kira s\u00f6zle\u015fmelerini g\u00f6zden ge\u00e7irin<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Mevcut AST s\u00f6zle\u015fmelerinin derhal yenilenmesi gerekmemektedir; ancak 1 May\u0131s 2026 tarihinden sonra yeni s\u00fcreli AST s\u00f6zle\u015fmeleri yap\u0131lamayacakt\u0131r. T\u00fcm s\u00f6zle\u015fmeler, bu tarihten \u00f6nce s\u00fcreli kira \u015fartlar\u0131n\u0131 yans\u0131tacak \u015fekilde g\u00fcncellenmelidir.<\/li>\n\n\n\n<li>1 May\u0131s 2026 tarihinden \u00f6nce yap\u0131lmal\u0131d\u0131r<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">De\u011fi\u015ftirilen 8. Madde\u2019deki gerek\u00e7eleri anlamak<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>M\u00fclkiyet hakk\u0131 gerek\u00e7elerinin tam ve g\u00fcncellenmi\u015f listesini ve her birine uygulanan ihbar s\u00fcrelerini iyice \u00f6\u011frenin. Sat\u0131\u015f veya malik taraf\u0131ndan kullan\u0131lmas\u0131 durumunda, art\u0131k d\u00f6rt ayl\u0131k ihbar s\u00fcresi zorunludur. A\u015fama<\/em><\/p>\n\n\n\n<p><strong>PRS Veritaban\u0131 ve Ombudsman<\/strong><\/p>\n\n\n\n<p>Ulusal PRS Veritaban\u0131, 2026 y\u0131l\u0131n\u0131n sonlar\u0131ndan itibaren b\u00f6lgesel olarak uygulamaya konulacak ve 2027'den itibaren \u00fclke \u00e7ap\u0131nda zorunlu kay\u0131t sistemi tam olarak devreye girecektir.
